You can use the dialer from 8 am eastern or 8 pm eastern time.
The dialer "knows" the location of every number it dals.
The dialer limits are set for LOCAL time. The dialer will dial any number as long as the number dialed is in a time zone where it is between the hours of 8 am and 5 pm in that time zone.
Let's say you are on the west coast, pacific time zone.
You can make calls anytime between 5 am pacific and 5 pm pacific. If you dial at 5 am pacific, the dialer will only dial people on the East coast where it is already 8 am.
I you live on the east coast, you can dial as early as 8 am and as late as 8 pm. At 8 pm in the eastern time zone, it is still 5 pm on the west coast.
You cannot select specific time zones to dial
You agree to dial 4 hours/day. You can select which 4 hours each day.
For example, you could dial 9 am to 1 pm. Or maybe you dial from 9 am to 11 am and then finish later in the day and dial from 3 pm to 5 pm.
The advantage to dialing in the morning is to reach professionals in the morning and then you can add them to the calendar for the same day and reduce no shows.
Note that if you call late in the day, the dialer will be calling mostly people on the west coast where it is earlier than 5:00 PM. However, because it is possible that campaigns can run out numbers in the Pacific time zone. Numbers in the Pacific time zone are far fewer than numbers in the Eastern and Central time zones.
