The campaign which dials the fastest is group- 9-12-23 but that campaign also has more gatekeepers

But this is also a factor: my understanding is that the dialer dials 2 numbers at a time (which it does so that you get more connects per hour). If it connects to 2 people at the same time, the dialer hangs up on one of them.  However, if another appointment setter is connected to the campaign, rather than hang up, it connects that 2nd call to another appointment setter. That means you get more connects per hour the more appointment setters are using the campaign.  Therefore, it makes sense that as the day progresses and fewer appointment setters are connected to the campaign, the dialer will seem slower.
